## Exploring changes to enforcement, expectations, and formalisation.

The first quarter of 2026 made one thing much clearer: digital identity is becoming more operational, more visible, and more important to customer-facing businesses.

Across the UK, Europe and Australia, regulators took firmer action, digital identity frameworks became more formal, and wallet-based verification moved closer to everyday use. For businesses that verify customers, that raises the bar for both compliance and user experience.

## Enforcement is now affecting live services

The biggest shift in Q1 came from enforcement.

[Ofcom](http://www.ofcom.org.uk) moved from guidance and investigation into direct action. Providers were penalised both for failing to put required checks in place and for failing to respond properly to statutory information requests. It also widened its investigations, making clear that regulatory scrutiny is now extending into live services and operational decision-making.

For businesses, verification is no longer something to review later. It now sits much closer to operational risk, customer onboarding, and product decision-making. For compliance teams in particular, that means greater scrutiny of verification methods, provider oversight, record-keeping, and the ability to evidence how decisions are made.

## Customer expectations are changing too

As major platforms and public services strengthen identity and verification controls, they are also reshaping what users expect from digital services.

If customers experience a quick, low-friction verification journey elsewhere, they are less likely to tolerate slower, document-heavy flows on your site. That means verification now affects more than compliance. It also affects completion rates, trust, and conversion.

## The framework around digital identity is becoming more formal

In March 2026, [DSIT published version 1.0 of the Digital Verification Services Trust Framework](https://www.gov.uk/government/publications/uk-digital-verification-services-trust-framework-1-0).

That gives businesses a clearer basis for assessing providers, with stronger emphasis on certification, statutory oversight, and service quality. It also means teams should review whether their current provider is aligned with the latest framework requirements, rather than relying on outdated certification language.

## Digital wallets are moving closer to mainstream use

The [GOV.UK](http://gov.uk/) Wallet consultation and continued progress on the EU Digital Identity Wallet both point in the same direction.

Phone-based, reusable digital identity is moving closer to real-world adoption. As that happens, customers will expect commercial verification journeys to feel faster, simpler, and more proportionate.

Q1 2026 showed that verification strategy now affects compliance, customer experience, and commercial performance at the same time.
